0fe1b6d Move 1.13 blockstate file reading to separate util

fbb92c0 Reduce mapping data file size by about 35% (30% uncompressed)
The general idea behind the four storage types is the same, except ids are now
1) written as id deltas instead of absolute values
2) written with zigzag encoding (always positive)
3) written as varints

The previous commit made extra mapping data go down by 85% (both uncompressed and compressed).

Combined, this is about a megabyte less uncompressed and 125kb less compressed data bundled right now (not including ViaBackwards).

Reading has become ever so slightly faster due to the reduced file reads (despite now needing more complex decoding), but that's negligible anyway

By only hashing the original item in the first clientbound item rewriter, repeated expensive item hashing (mostly thanks to big text components) in every protocol can be avoided. It is eventually cached in the last clientbound/first serverbound protocol, to be restored immediately and then passed along to the end unchanged.

A disgusting lot of micro optimization, but stuff that ends up being worth the troubles given how much data nbt tags make up with registry data, block entities and text components.

- Added log-blocked-joins config option to log failed join attempts from blocked protocol versions
- The max-pps config options have been revamped (see the config comments for more details)
- The options have been moved into their own packet-limiter section and renamed, but still work the same as before
- Added a packet-size-limiter section that functions the same, but for packet size
- Fixed manually set values in velocity-servers always being removed on restarts
- Fixed desyncs on item dragging in some cases
- Fixed particle handling in enchantment registry elements
- Fixed ViaVersion platform details not being sent on server switches (by criticalcynical)
- Fixed stats mappings in 1.21.5->1.21.6 (by EnZaXD)
- Fixed legacy show_text conversion in 1.21.4->1.21.5 (by EnZaXD)
- Fixed banner custom name conversion in 1.21.4->1.21.5
